On/Off Exchange ACA Plans

Key Components of ACA in Nevada:

The Affordable Care Act (ACA) in Nevada is implemented through Nevada Health Link, the state's official health insurance exchange. The ACA, signed into law in 2010, is designed to increase access to affordable healthcare, protect patients from high costs, and improve the quality of care across the U.S.

In Nevada, the marketplace offers a range of health plans to individuals and families who do not receive coverage through an employer or other government programs.

Health Plan Options:

  • Through Nevada Health Link, individuals can compare and purchase Qualified Health Plans (QHPs) that comply with ACA regulations. These plans must cover essential health benefits, such as hospitalization, emergency services, preventive care, maternity and newborn care, mental health services, and prescription drugs.

  • Plans are divided into metal tiers (Bronze, Silver, Gold, and Platinum), which indicate the level of coverage and out-of-pocket costs. Bronze plans have the lowest premiums but higher out-of-pocket costs, while Platinum plans have higher premiums and lower costs when using medical services.

Subsidies and Financial Assistance:

  • Many Nevadans are eligible for premium tax credits and cost-sharing reductions to make coverage more affordable. These subsidies are based on income and household size and are designed to lower the monthly premiums or out-of-pocket expenses for eligible individuals.

  • To qualify for financial assistance, income must fall between 100% and 400% of the Federal Poverty Level (FPL). Under expanded ACA provisions, more individuals may qualify for enhanced subsidies.

Medicaid Expansion:

  • Nevada expanded its Medicaid program under the ACA, allowing individuals with incomes up to 138% of the FPL to enroll in Medicaid. This expansion has significantly increased coverage for low-income Nevadans, providing access to essential health services at little to no cost.

Enrollment Process:

Open Enrollment Period (OEP):

The annual Open Enrollment Period is the primary window during which individuals can apply for coverage through Nevada Health Link. For 2025 coverage, open enrollment typically begins in November 2024 and ends in January 2025. During this period, Nevadans can enroll in new plans, renew existing coverage, or switch to different plans.

Special Enrollment Period (SEP):

Outside of OEP, individuals may qualify for a Special Enrollment Period if they experience certain life events, such as marriage, the birth of a child, loss of employer-sponsored coverage, or relocation. This allows them to obtain coverage without waiting for the next open enrollment.

  1. Protections Against Denials for Pre-Existing Conditions:

    • Under the ACA, insurers cannot deny coverage or charge higher premiums based on pre-existing conditions. This ensures that individuals with chronic illnesses or past medical conditions have access to affordable health insurance.

  2. Essential Health Benefits:

    • All plans offered through Nevada Health Link must cover ten essential health benefits, ensuring comprehensive care that includes preventive services, prescription drugs, and mental health care.

  3. Annual and Lifetime Coverage Limits:

    • The ACA prohibits annual and lifetime limits on coverage for essential health benefits, preventing insurers from capping how much they will pay for an individual’s care over time.
